Changes made to permit creation of the RPM file on Linux CERN7

This version will work with the official stable release CDE 2.3.0. There hasn' been any problem during the compilation with the generation of types.xdr on CentOS/CERN7 x86_64. |

This no longer merges. Can you update the patch or drop it if it is no longer valid? |
The file was created to support TIRPC and fix an issue with tic on Centos CERN 7.
