Scenario
When using bundle with MSI and exe to do install, if I use one of the newest version MSI to do minor upgrade, bundle will not uninstall it.
Action
This is cased by when bundle plan the MSI package, the execute always is BOOTSTRAPPER_ACTION_STATE_NONE. But, it should be BOOTSTRAPPER_ACTION_STATE_UNINSTALL in this condition.
