Description of changes
Readds incorrectly deleted ICAOs from outside YMMM/YBBB FIRs
Reason and motivation
In previous VATPAC merge, hundreds of outdated ICAO codes were removed from the dataset.
Some ICAO codes that are still valid were inadvertently affected.
