This PR implements improvements for the token list checker script:

Added "rpc_type" field to the config file (supports "evm" and "cosmos")
Removed Babylon-specific logic and made Cosmos support generic
Integrated [subtle-encoding] to detect CW20 contracts via bech32 decoding
Used rest. instead of rpc. prefix for Cosmos chain URLs (via chain kitchen)
Refactored config file structure to match the new schema
Improved command-line parsing with clap
check the token metadata of non-cw20 tokens
