This PR introduces simulation tool plugin for Questa besides VCS and Xcelium. The main motivation behind this is to have a complete digital toolchain locally and still be able to perform digital simulation with SDF annotations. For this Questa-Intel FPGA Edition can be exploited.

(Disclaimer: I personally don't notice any issues but did not run the tool.) Would be nice to have a short README with explanation of usage, for example the SDF annotation use case for Questa, and the Questa-Intel FPGA Edition installation requirement that was linked on Slack. Does Questa do for non-FPGAs more than what Icarus does? Looks like there's a license requirement, but can be renewed every year? (I don't think this should block PR I'm just curious to follow the discussion since we're trying to find OpenROAD+Hammer documentation of any sort lol.)
