Better performance when reloading during mkdocs serve

  • Upgrade to new mkdocs plugin system
  • Track dirty build state - Skip parallel processing on incremental rebuilds
  • Clear cache on clean builds - Ensure fresh data when needed

Improved monorepo compatibility; Dual-key caching - Store results under both paths for monorepo compatibility
