Fix Mooncake kwcall detection

Summary

• update Mooncake rules to use the Any IR argument
• remove obsolete registrations
• add wrappers for mul_reverse_AD!, jacobian and hessian utilities

Testing

• Pkg.instantiate() (fails: Conda setup could not finish)
