What changes are you introducing?

Updates the instructions to upgrade 'in-place' for disconnected environments.
Related to closed PR #3770 but only addresses Updating a disconnected {ProjectServer} on {EL} 9

Why are you introducing these changes? (Explanation, links to references, issues, etc.)

I tested this upgrading a new 6.17.3 -> 6.17.5 sat with the syncable export => ACK

This will cause us problems in DITA-fication later, right? Additional resources must contain only links, not text.

Nevermind, I've cleaned it up. There was a whitespace change on that line anyway.
