This pull request updates the CI and mocknet infrastructure to improve reliability and compatibility with the Ubuntu Noble environment. The changes focus on upgrading the testing environment, enhancing error handling and diagnostics in the mocknet system, and increasing test stability by adjusting timeouts and permissions.
