- (MAJORITY OF members) OR (UNANIMOUS OF panel of at least three)
- members < 3 ? MAJORITY OF members : MAJORITY OF panel of at least three
- members < 3 ? MAJORITY OF members : UNANIMOUS OF panel of at least three
because all of these are valid interpretations of this line

Also it should probably be specified if it must be a supermajority or not
