Handle Valkey disconnection gracefully

Fixes #1145

Went to every location that could trigger a background task being added and made the following changes:

• Make the button semi-transparent and add a not-allowed cursor style
• Show warning toast instead of doing the regular action

Blocked Actions:

• Job Administration view
• State jump in /workflow-instances/id
• User invitation
• Add/Import projects
• Archive/reactivate project
• Change project ownership
• Rebuild/Republish product
• Create/Delete product
• Add/Remove author
• Complete product task

Changes that should be considered:

• organization invite request?
• I think it would be helpful to show a status banner when valkey first disconnects, as well as an optional popup with further information (i.e. a summary of what is disabled)
