feat(KFLUXSPRT-3001): add UI user support for konflux-support viewer

Enhance the konflux-support-viewer-access policy to support individual user authentication for the Konflux UI in addition to existing group-based CLI access.

The Konflux UI requires individual User subjects for authentication, as it does not support Group subjects. This enhancement enables both:

• CLI access via 'konflux-sre' and 'ai-konflux-user-support' groups
• UI access via individual user principals

Note: This ConfigMap is manually maintained. Future work will automate synchronization from app-interface.
