This PR adds a comprehensive one-page hackathon guide for Pop CLI to help developers quickly get started with both parachain and smart contract development during Polkadot hackathons.

For the upcoming Polkadot hackathons, it would be useful to have a one-page hackathon guide that condenses the most important features.
