Certain things are hard to figure out without more info.
It seems there is no Ubuntu ARM runner anymore.
Apparently arm versions of Ubuntu do exist. Also, Cirq 1.6 has a Python minimum version of 3.11, which means this can no longer test on 3.10.

Certain things are hard to figure out without more info. This adds a job that only triggers upon a failure in the workflow; the job prints various info like variable values and Python package versions.
