Add Mofka as a stream shim

Description

Add Mofka to stream shims such that we can now use proxystore to create mofka events. Current setup perhaps defeats the purpose of Mofka as it is meant to transport large files efficiently and should be used in place of a store.

Currently looking for feedback on this basic implementation and plan to create a StorelessStreamProducer/Consumer very soon.
