This project is now suffering from the old Puppeteer issue, without the ability to revert to testing with (the now retired) Ubuntu 20.04, nor the ability to upgrade Pa11y yet for this version. I'll see what I can do in CI.

Notes while hacking

1. As mentioned, Ubuntu 20.04 is now unavailable in GitHub Actions.
2. Node 12 isn't available on macos-latest (ARM).
3. The MongoDB action is only available on Linux.
4. Fix possibly documented in:

After some discussion, and given the absence of runners which can test such an old version of Puppeteer, this PR will be repurposed to release as version 5.0.0.

I'll recreate this PR due to the number of outdated commits, the two years that have elapsed, many of its changes having already arrived in main, and the outdated branch name.
