Oppsummering av hva som er gjort

Legger til dp-dagpenger sitt endepunkt for meldekort.
Implementerer en sjekk for hvilket meldekort-response som skal brukes - frontend bruker kun nesteInnsendingAvMeldekort for å sjekke om brukeren har meldekort, så vi bruker det svaret som evt inneholder dette.

Testing

Testes i dev - trenger testbruker
