Description (What does it do?)
Heroku builds are failing most likely because of us using an ancient nodejs version, this updates it.
It also moves the python version forward to the latest 3.9 patch version and updates the github action to use ubuntu 22.04. This kicks the can down the road a bit but makes things functional again.
How can this be tested?
App should start and webpack build locally.
