Upgrading SqlServerDsc module version to 17.1.0.
This Pull Request (PR) fixes the following issues:
Supports the requirement for encrypted connections with the latest SqlServer PowerShell(22.x) module, ODBC(17), and OLE DB(18) drivers.
This fixes #1476
