Upgrade PHPUnit to 11

$ composer why-not php 8.5
lcobucci/clock 3.3.1  requires php (~8.2.0 || ~8.3.0 || ~8.4.0)              
lcobucci/jwt   5.5.0  requires php (~8.2.0 || ~8.3.0 || ~8.4.0)              
vimeo/psalm    6.13.1 requires php (~8.1.31 || ~8.2.27 || ~8.3.16 || ~8.4.3)
