Documents the data_collection_permissions property of the gecko sub-key of the manifest key browser_specific_settings introduced by Bug 1954524 Add support for data collection permissions in the manifest.

@willdurand I've updated the browser_specific_settings documentation to include a note about the fact that this is now mandatory from November 3 for new extensions submitted to AMO. In addition, I've also documented the required and optional properties of data_collection_permissions.
