However, the implementation isn't fully case-insensitive because the letter parameter is not converted to lowercase. This implementation is not fully case-insensitive. While phrase is converted to lowercase, letter is not. This will lead to incorrect counts if letter is uppercase. For example, count_occurrences("test", "T") would incorrectly return 0. To fix this, you should also convert the letter to lowercase before using it in the count method.
