Now Subselect validate will return true if there is no sub condition under subselect

Fixed Issues

1. Fixes Salesrule Subselect with Quantity condition Fail to apply #39965

Manual testing scenarios

1. Create a Rule as per the Bug report
2. Add a product to cart
3. Go to view cart and check whether the discount applied
