This makes it slightly easier to initialize the Skia context on every platform.
While I think this is a good refactor, it is ultimately temporary as the ultimate goal is to remove the hard dependency on Skia. We should have a way to let the upper crate bind Skia to OpenGL (or Metal or whatever) and handle its own Skia context, without depending on it ourselves.
