This expands the functionality in httputil. It adds simple handlers for BasicAuth and redirecting to https This adds several autocert related mechanisms to `httputil`

The primary intent is to add autocert and letsencrypt functionality to httputil
To better support this, also add simple handlers for BasicAuth and redirecting to https
As well as a simple usage example.
