Chromium based browsers are behaving inconsistently when removing the overlay

After fighting with an overlay for hours on a React project, I decided to take things back to pure html and javascript. The overlay seems to disappear when scrolling on firefox and safari. However, using Chrome or Edge, the wheel event doesn't get to the iframe unless you move your mouse while scrolling
