As one option for fixing the issues with greater-than in the elligator2-ntor implementation I am just removing legacy.
The issue this brings is that we now have to use
RFC9380orRandomizedfornonspec_map_to_curve()which causes some of the Signal test cases to fail given that they are not compatible.Could we just remove
nonspec_map_to_curve()?
