Update _service file to obs_scm and localrun

obs_scm is not better at anything than tar_scm, and there are a few things at which it is worse.

Also it is not clear that 'localonly' services are in any way better than 'disabled' services, it's just different flag corresponding to different command to run the service.

disabled is now declared as obsolete and should be replaced with manual

That has been already fixed in openSUSE#58 … sorry, I didn’t know that this is the official “upstream” repo for it.

Thank you for pointing this out, I was fooled by the fact that this is not a fork of anything, but then read the README.
