Renamed the `governance_group` module and related class references to
`legacy_gov_group` for clarity and to better reflect its purpose. Updated
imports and property names in `ClusterLib` accordingly.
Switches the default CLI arguments for genesis operations from 'legacy'
to 'latest' to ensure compatibility with the most recent cardano-cli
features and standards.
The Conway governance is now THE governance.

Renamed Conway governance-related groups and files to use a consistent
"gov" prefix, replacing "conway_gov_*" with "gov_*". Updated class names
accordingly (e.g., ConwayGovGroup -> GovernanceGroup, ConwayGovActionGroup
-> GovActionGroup). Also renamed the legacy governance group class to
LegacyGovGroup for clarity. Updated all references in clusterlib_klass.py
and related modules to use the new names and imports. This improves
consistency and clarity in the governance API.
