This PR updates time parsing in CarbonAPI. Currently, CarbonAPI is able to parse relative time such as "-7d" or "1s". However, it does not have the functionality to parse absolute time, such as "04:00_20110501". Several functions, such as verticalLine and linearRegression, accept absolute time as arguments.
