This is likely overtaken by events: other smaller PRs are replacing this so that the review process is more incremental and less of a load on reviewers. Will delete once all the PRs are merged.

Adds a proof of concept centralized BigQueryClient for review and testing.

NOTES

  1. The KOKORO tests are failing. This is a known problem and will be dealt with in a separate PR. It should not affect merging into the autogen dev branch.

  2. The GitHub Actions are being used to help ensure that unit tests pass.

  3. The blacken nox session removed a blank line from one of the pagers.py files (that is unrelated to this change but not willing to make a separate PR for it).
