[yamllint](https://yamllint.readthedocs.io/en/stable/configuration.html) looks for `.yamllint` file before looking for `.yamllint.yaml` or `.yamllint.yml`. Signed-off-by: Yongmin Hong <[email protected]>

yamllint looks for
.yamllintfile before looking for.yamllint.yamlor.yamllint.yml.changelog.d/<directory>/.AUTHORS.rst.the current specification.
changed files.
Note
This somewhat depends on #1123 in which merging 1123 will add
AUTHORS.rstand copyright header correctly, so I checked them.
