Provide a checklist of questions to ask oneself when setting up a campaign

Note: based upon #676 - main change is in file userguide/setup_guide.md and a link to it in readme

@Hrovatin gotta be honest I dont think a PR about this guide is right at this moment. It will require much more and more refined content than what you include here. Editing that collectively here will be a nightmare comment fiesta. Reasonable content in the guide is crucial so I would rather not rush this for the sake of whatever.

I wonder if we are better served if we collect the guide bulletpoints first in a simple place like a word document where everyone can edit and comment if needed. Once that document is filled and refined enough a PR has the chance of being finished in a reasonable manner.

Sounds like a very good idea to me, indeed 👍🏼 Doing it collectively in a word file will get us there much faster, agree. You can still leave the PR open as draft so that we can just dump the content in the end
