Updates some peripherals like twim, twis and uarte to support the different register layout compatible with nrf54. Uses a new version of nrf-pac that transforms the nrf52 regs to match nrf54.

Currently a draft to validate the approach and opening for comments. The biggest part with DPPI is up next, but I'll steal some of that from previous PRs.
