This allows the ability to filter downloads / backup / import based on OS / Language in the same way that update can be.
The defaults are the same as update, which means that this does slightly change the behavior, since the default becomes the detected language and OS rather than everything in the manifest as was the case before.
This also adds the ability to backup only games or only extras as well.
(The original motivation for this was to be able to have one manifest but be able to have different root folders for each OS's game files and a separate root folder for the extras , so the extra backup filters were necessary to be able to convert an existing install. )
