Based on https://dev.azure.com/dnceng/internal/_build/results?buildId=2802033&view=logs&j=f505dd61-98fd-5054-61a2-383dd483f0e4&t=c58950f6-39af-5530-ee1c-f39cb6e9752f, we should consider trying to scope yarn to never make any calls to npmjs, even though it already has a lockfile that points us to the internal feed.
