Initialize es-metadata.yml for inventory

This PR adds the es-metadata.yml file to the root of the repository to initialize inventory metadata as requested. The file contains the required configuration:

• Schema version 0.0.1
• Production flag set to false
• Accountable service owner UUID (7a9b52f6-7805-416c-9390-343168c0cdb3)
• Default routing area path configured for DevDiv.NET Libraries organization

This metadata file will help with repository inventory tracking and management processes.
