feat(vm): do not require restart if cloud init changed

What this PR does

Allow remove cloud init without restart

Before this PR:

If cloud init was deleted from VM, VM set flag of needRestart

After this PR:

If cloud init was deleted from VM, VM do not set flag of needRestart
