This pull request implements possibility for the monitorbot to run using scheduled pipelines in Gitlab, and post issues using the existing deployment methods.
Essentially: on every pipeline run, the monitors are run and then then quits. Incident state is persisted through caching between pipeline runs.
Similar functionality is discussed in #1 , but this implements it for GitLab 😇
