Just renaming this to avoid pain with the I-D tools. We can rename the WG version when we adopt it.

It won't build if the filename and the docname don't match. Submitting draft-kiefer-mls-partial, the submitter could just fill in the replaces field at [1] with draft-kiefer-mls-light. I'm fine either way, as long as the filename and the docname match.

During the previous 2 MLS meetings (Dublin and Bangkok), the only objection to adopting this draft was the name. Partial MLS is a neutral, balanced name for this new and important feature.
