Update Java plugin

Here is an update for the cf java plugin with more features and proper testing.

@moleske I have the CLA now, but the tests seems failing

The failure says the file isn't sorted. Not sure what it sorts on, but is fixable with go run sort/main.go repo-index.yml

On my local machine it seems sorted and fine, so not sure what's up with CI

I had to update the go.mod to a supported go version. The issue at hand was double quotes versus single quotes. I've pushed up a fix and will merge when passing
