Implementação de uma função para fazer uma validação básica de uma CNH.

Não existe nenhum padrão determinado pelo DETRAN para o formato do código de uma CNH, ou seja, para fazer uma validação mais completa seria necessário o uso de alguma API. Pelas minhas pesquisas eu não encontrei nenhuma, caso essa API exista e seja pública eu posso implementar essa validação para uma implementação mais completa.
