Like dependent PR PGMDev/Events#36, this migrates Ingame to using gradle in place of maven.
The jar is somewhat smaller as I believe unused classes have been filtered (?). This has been tested on OCC in PUGs but not ranked.
This removes the maven repo publishing workflow since it seems to be neither working nor relevant; a github maven package publish action is added instead.
This also removes the docker image create action since we no longer use
bolt-rip/config-pgmet al.
