…fresh policy - Removed refreshEncoder function, no longer needed thanks to the recent implementation improvement of getEncoders. - Both state:o and stateExt port now use data from getEncoderTimed. - Reduces number of calls to HW device (getEncoders) from three to one.

trying to fix valgrind pedantic warning
