Update bring your own metrics on eval recipe

Description

This change enable bring your own metrics feature, multi-node support on Nova eval recipe.These features only applies on Sagemaker training job as of now, Sagemaker hyperpod is not within the scope.

Motivation

We plan to launch the bring your own metrics feature on Nova Evaluation on SMTJ by 9/30.
