feat: enhance with form controls & a11y improvements

• Move scroll-behavior to prefers-reduced-motion query for accessibility
• Reset appearance for buttons and submit/reset inputs
• Remove spinners from number inputs and decorations from search inputs
• Improve SVG selectors specificity (svg [fill] instead of [fill])
• Add border-spacing to tables and padding reset for th/td with classes
• Constrain textarea resize to vertical only
• Normalize summary/details elements with proper cursor and marker removal
