Various Fixes
Hadn't updated the releases in awhile.
This release includes several fixes and small PRs from the last two years. While these are only fixes to erroneous behavior, the minor version number has been updated in respect of the time between this and v.1.10.4 and to indicate that services which may have expected / worked around those issues may experience slightly different behavior.

When using strictCallbacks, even when there is an error with communicating to the LRS, the callback will still be called
