Implement EIC/ePIC mattermost notifications for eic-shell build failures

This PR adds a mattermost notification since the notifications to epic-contacts are not apparently getting through. This also places control over who gets the notifications with the EIC/ePIC collaboration without the need for coordination with the ACTS devs.

This PR will need a secret to be added (let me know who to send it to).

I was hoping that this PR would allow us to test the notification, but the workflow_run event on GitHub always uses the default branch (for good reason). So, https://github.com/acts-project/acts/actions/runs/18569287291/job/52938730710 didn't post any notification.
