As of right now, Windows on ARM isn't supported
We would need a windows-arm64 wheels release of opencv:
If by then astral-sh/uv#12906 / astral-sh/python-build-standalone#387 isn't solved we'll have to extend the pre-installed Python workaround to WoA as well.
We also have to fallback to opencv-contrib-python-headless instead of scipy on Linux ARM64:
