This allows users to import the default configuration and add custom allow and deny rules before it.

It's mainly useful if a user wants to get possible future updates to the
bot.yaml. Otherwise copy-paste would be fine :)This PR still needs documentation, but I wanted to check first if it's welcome and something like this is not already available.
